Newport News, VA — The Newport News City Council voted unanimously Tuesday to create a Charter Review Committee, launching the first comprehensive review of the city's governing document since 1978.
The five-member committee will examine several potential reforms including mayoral term limits, recall election procedures, and ranked choice voting. Members will be appointed by City Council and begin work in July, with recommendations due by June 30, 2025.
The committee will solicit public input throughout its process. Qualified candidates must have substantial local government experience or be Newport News residents. Current city employees and officers are ineligible. The city will announce application details soon.
